It's normal that any schools have bad teachers. The difference is just more or less of them.
I've had bad teachers at ACE. It made me "sdai luy" because the tuitions were very expensive for me.

I think ACE requires CELTA, not IELTS. Teacher applicants should possess a Bachelor degree and CELTA.
I'm not sure how many percents of English teachers in Cambodia have Bachelor degree.
