I want to share my experience too.
that what i do during the reading section
1.skim through the whole test.
2. skim the whole passage. (the whole first paragraph, the first and MAYBE second sentences of each paragraph, and the whole last paragrah) It must be less than 3 minutes.
3.look at the questions of the first passage. and decide which question group should be done first.( it's usually helpful to do first first)
4. read 2 or 3 questions of the question group you've decided, so that you will know when you've skipped the first questions. always try to answer 2 or 3 questions at a time especially in the listening test. 2 is better.
5.just highlight keywords and scan for them in the paragraph.

There are different strategiest to deal with each question types. knowing that strategies save you a lot of time and produce good result. here is for mathing headings to paragraphs.
1.read the intructions and examples, make sure you understand
2. cross out the paragraph that has already matched in the examples(only if each heading can only be used once).
3.don't waste time reading the headings. begin with the first paragraph and then read through the list of headings( you see, you save time). it's not a good idea to read only first or second sentence. skim through the paragraph quickly and carefully.
there maybe several possible choices, chose the best one.
4. do the same with others..

I wouldn't recommend you read the questions first. you will be very very very confusing. just skim through the passage first.

These are my strategies, it works best for me and produces me good result. try yourself and see if it works.
