how to comprehen the text

i have one problem is when i read the text but i don't understand it clearly
esp when they ask questions , im not sure which part is to answer and my teacher said that if i want to answer it i have to comprehen the text and try to answer by my own understanding not from the word in the text. is that right?  and how to comprehen?
and 1 more : how can i make my mind sure? because all the times when i take exam i dont fell confident on myself.

Comprehension check means to be ready for answering question.
These the way to get answers quickly:
   read your question, try to understand and take note key words, it is almost in the text
   do scaning and skimming to the text, pause when found related info, answer quickly
   go to other question and then do the same
