Negative contractions like shan't always have a strong pronunciation. There is no weak form of shan't. But note that there is an r sound in shan't which is pronounced in exactly the same way as the r sound in aren't and can't.

There is no reason at all, but perhaps it is the their original word or they are used to saying it. Therefore, how they give up using it; it's a bit rare though.

It is mostly used in questions, so it is not that common to hear the negative.  However, there are some uses where you will still hear it:
"I will do it."
"No, you shan't!"
We can use shall/shan't with the second and third persons to show that you are not going to allow something to happen, and in this usage, you will hear the negative being used. Wink
