Hi there,
This problem happened to me when I first started to speak English with foreigners, but i get used to it when i have more chance to speak with them so my speaking is getting better.
My ideas are:
 - you should try to find time to practice by yourself or with your friends (khmer) first, whose english is higher than you so they can correct you when you speak wrong.
 - if you get used to with them, then you can start to practice with foreigners, don't be shy if you don't understand, ask them to explain you, i think they are happy when you try your best to communicate with them
 - listen to/watch some programmes (English teaching program/movies), then take note what they said, so you will get the sentences, try to repeat again and again.
 - speak outloud, don't be shy, afraid, and stay confident.

These are some of my ideas to help you to improve your speaking
Cheer!

You're right, iisan. Improving your speaking depends on you. You've gotta speak. Don't afraid that what you are saying is not grammatically correct. As long as your listener understands you mean. it is OK. Slowly or fast is not the point, but fluency and accuracy.
You should improve your pronunciation and intonation, i suggest.
I hope my advice will help you improve your speaking.

hello

It doesn't matter you speak fastly or slowly, it's related to how well you can pronounce the right words and use the right structure. If you are not native speaker, you will make lots of mistakes when speaking. Here's my opinion about speaking:
if you don't have partner to talk with especially when you are at home alone. you should practice it alone by improvishing your own topic. I mean you speak alone with whatever topic you like.
learn about vocabulary as many as you can because speaking does need words to be used.
try to speak english with your roommates everyday in your class room.
If i have had mistakes in what i have told you please forgive me because i don't know whether or not my ideas are handy for you..

i hope you will improve your speaking skill soon.
looking forward to hearing good news from you
