I notice that at some grocery stores, they have a sign "Off Licence". Can anyone tell me what it means?

In the UK, there are two types of licence to alcohol- an 'off licence' can sell alcohol that you take home- it is drunk off the premises.  A pub or bar has a licence to sell alcohol that is drunk on the premises.
