 Could everyone tell me which one is correctly? "to lie somebody or to lie to somebody"

It's "to lie to somebody.

The other words are: to tell somebody a lie, to tell tales on sb.

Which one is corrct?

The both are correct in different circumstance!

Don't lie to me is a correct phrase used in writing while Don't lie me is being used in speaking!

It's common to say 'Don't lie.', but 'Don't lie me.' is not widely used in colloquial language, though I have come across it.

I think nobody is perfect. So, correct or incorrect we can understand. However, if you have exam, be sure to use the correct one; both in speaking and writing.
